MUNICIPAL DEMAND SIDE MANAGEMENT (MuDSM)

Introduction

The Municipal Demand Side Management (Mu-DSM) scheme of BEE was initiated during the XI plan. There is tremendous identified energy saving potential in municipal sector. The basic objective is to make Urban Local Bodies (ULBs) such as Nagar Nigams, Nagar Palikas and Nagar Panchayats energy efficient in their operation and imbibe them with the habit of energy conservation.

Recognizing the importance and value of energy conservation in overall energy planning, the GoI enacted the EC Act of 2001. In order to receive the funding set aside by the Act to support that work. The Bureau of Energy Efficiency (BEE), created through EC Act has developed a base set of certain deliverables which must be addressed by the plan. Uttarakhand Renewable Energy Development Agency (UREDA), which was established in 2001, has been designated by the State as State Designated Agency in 2008 for responsible for spearheading EE efforts to identify and oversee energy conservation programs, including those mandated by BEE.

The energy consumption of ULBs includes the Water Pumping, Street Lighting, Sewage Treatment Plant, Office Building and Hospitals. As most of them in houses inefficient water pumps, lights, motors etc. There lies strong requirement to replace them with energy efficient equipments. Hence, this scheme play vital role in enhancing the efficiency of ULBs.

Municipal Energy Efficiency program is devised to shift towards the Energy efficient zone from the existing scenario of high amount of energy consumption and inefficient use of energy. The scope of work involves preparation of Annual Energy Saving Plan for Municipal sector.

There are 13 Nos. of Districts, 6 Nos. of Municipal Corporations, 30 Nos. of Municipal Boards and 42 nos. of Municipal Panchayat has been constituted in the state of Uttarakhand

Street Lighting (SLNP)

Street Light National Program (SLNP) in Uttarakhand, Street Lighting is managed by Nagar Nigams, Nagar Palikas and Nagar Panchayats whereas, Water Pumping and Sewage Treatment is managed by Jal Sansthan. Th entire municipal sectors have been selected based on population as per the discussion held with UDD, Govt of Uttarakhand. As a result 6 Nos. of Nagar Nigam, 28 Nos. of Nagar Palika and 28 Nos. of Nagar Panchayat were covered as per the Terms of Reference in the FY 2017-18.

Agreement was signed between the EESL and Nagar Nigam Dehradun for the installation of 42,000 LED Street lights in the Dehradun. Till date the 41,940 LED Street lights has been installed. There are 30536 lights installed till 24th Apr 2018 and for 11404 lights installed till 12th June 2019. Around 30% of the total raised complaints lies in the domain of DNN/UPCL

 


Water Pumping

In Uttarakhand, the water pumping is managed by Jal Sansthans. This study covered data collection of water pumping stations in 6 Nos. of Nagar Nigams, water pumping stations in 13 Nos. of Nagar Palikas and water pumping stations in 4 nos. of Nagar Panchayat. Total Saving 4.524 MU from installation of 20 Nos. of pumping station already done.

The total estimated energy saving is 8831727 kW, and 7242.0161 tones of CO2 emission reducing annually we achieved by 309 no Energy Efficient Pumps has been installed and 122 no pumps are replaced at different sites of Uttarakhand with the 4.245 Crore rupees saving under of Scheme of Municipal Energy Efficient Programme (MEEP).


Municipal Buildings:Building Energy Efficiency Project (BEEP)

This essentially covers municipal office buildings. The built up area depends on the size of the town and varies from 100 to 2000 m2. The building use lights, fans, ACs, water pumping and systems. The total connected load of the building varies from 3 KW to 50 KW and total saving 0.72 MU. The expected reduction in Energy consumption is 66.65 MU/year, which is equivalent to avoided demand Reduction of 12.4 MW.

In the state of Uttarakhand, EESL has completed building energy efficiency projects in 10,236 buildings including railway stations. The energy audits shows energy saving potential to the tune of up to 30-50% in these buildings. The major interventions in these buildings are in area of lighting and air-conditioning systems.

Successfully convert the conventional light of  Roorkee, Haridwar, and Dehradun Railway Station into LED light by EESL. Completed project at AAI Pant Nagar, AAI Dehradun and CGST Commissionerate. Up Coming  Building  are Nainital High court, IIT Roorkee, ITO West Zone, VPKAS-CSIR, Almora and  ZSI Dehradun.

 

Ujala Scheme In Uttarakhand

 

In Uttarakhand UJALA (Unnat Jyoti For Affordable Leds To All) Program was inaugurated by Hon’ble Chief Minister on 09th November 2015. State Government in the year 2017 revised the targets and set the target of distribution of 100 lakh LED bulbs in the state.

Uttarakhand Government set the target of distribution of 100 lakh LED bulbs in the state. Total installed Quantities till now (31st, Aug 2019)is 54.16 Lakhs. Till date total of 303577 MWh energy saved per year by the distribution of LED’s under UJALA Scheme.

Distribution of LED bulbs in the state is currently done by the 100 Post offices, 13 UREDA district offices, 30 UPCL billing counters, CSC Centers and Women SHGs (UJALA Mitra).

Uttarakhand Government mandated the use of LED bulbs and other energy efficient appliances in all the govt./semi-govt. offices, educational institutes, ULBs and Govt. aided institutes.

In the State apart from EESL some other NGOs are also doing the distribution of LED bulbs like an NGO Society of Pollution and Environment Conservation Scientist (SPECS), Dehradun has assembled and distributed the 53,000 LEDs in the different districts of state already done.

Under UJALA Mitra Program, a tripartite agreement is signed between the EESL, USRLM and UREDA for the distribution of LED Bulbs through Women SHGs in the 95 Block Offices of USRLM in the state.
