PAT SCHEME AND IMPLEMENTATION IN UTTARAKHAND

Introduction

The Perform Achieve Trade (PAT) is an innovative, market-based trading scheme announced by the GoI in 2008 under its National Mission on Enhanced Energy Efficiency (NMEEE) in National Action Plan on Climate Change (NAPCC). It aims to improve Industrial efficiency of Energy Intensive Sectors.               

PAT Cycle-I (FY 2010-15) covered 8 sectors such as Cement, Thermal power plants, Chlor- alkali, Textiles, Pulp and Paper, Fertilizers, Iron and Steel and Aluminum and had 478 Nos. of Designated Consumers with Target Savings of 6.686 mtoe. The total savings achieved by designated consumers were 8.64 mtoe.

PAT Cycle-II (FY 2015-19) covers 3 more sectors viz. Refineries, Railways and Distribution companies with total number of DCs increased to 621.

Process Flow for PAT Cycle-1 (M/s Century Pulp and Paper)

Process for Flow chart begins from PAT Cycle notification to Forms submission by Designated Consumers followed by Detailed Evaluation by Bureau of Energy Efficiency. If found complied than same may be recommended to Ministry of Power for issuance which will be traded further through India Energy Exchange.

Designated consumer has to submit the Performance Assessment document comprising Form-1, Form-A, Form-B and Sector Specific performa duly signed by Empanelled Accredited Energy Auditor (EmAEA) to UREDA who shall scrutiny the documents and sent to Bureau of Energy Efficiency.
